Kia ora,

The Malaysian Department of Agriculture (DOA) clarified toMPI that all phytosanitary certificates to Malaysia must be issued within 14days before export. This is not a new requirement but an existing requirement that DOA clarified. Plant Exports have updated the Malaysia plant and forestry ICPRs to reflect this clarification.

Extension to 1 August 2024

Following feedback, to ensure exporters have time to implement changes to meet the requirements the Malaysia ICPRs have been updated reflecting that:

  • MPI is permitting a transition period till the end of 31 July 2024 to adjust to this requirement clarification,
  • from 1 August 2024 onwards, MPI will not approve phytosanitary certificates if the approval date is after export date (as per documentation i.e., Bill of Lading).

Please note, although MPI will approve compliant phytosanitary certificates dated after departure during this transitional period (until the end of 31 July 2024), this action is at the exporters commercial risk. Malaysia authorities may stop these consignments at the border and MPI might not be able to assist.

Industry Feedback - MPI is requesting this information to help understand the issues across all commodities for export toMalaysia.

  • Why you cannot meet Malaysia’s requirement?
  • What the impact to your companies exports to Malaysia will be?
  • Your export timeline, clearly outlining what happens in the days before ‘date of export’,some text
       
    • Include how long each step takes
  •  
  • Any further information you believe MPI should be aware of.
